Creation of a library with a capacity of 22,000 documents. It includes three multimedia spaces, including computer stations and CD-DVD shelves. Three entertainment rooms with listening terminals and projection rooms. An amphitheater performance hall with 400 seats. Development of the Parvis des Arts outside. Semi-buried public car park with 110 spaces.

The north facade, completely transparent, benefits from a constant supply of light. The light, steel framework of the media library allows for a slight elevation due to the flood-prone site.
